Need assistance with a boat registration?

We can help! No matter the size of your boat, new or used, Incserv can assist with registering it with the Delaware Department of Natural Resources and Environmental Control (DNREC). Please complete the application and return all of the below listed documents to A Client Services Representative will reach out with next steps and fees associated with the request.

Boat registration application:


*All sections must be completed, initialed, signed, and dated. 

Required Supporting Documentation:

New Boats:

  • MSO or Builder’s Certificate – showing the owner name listed in the application

Used Boats:

  • Notarized Bill of Sale – showing the proper transfer of ownership

All Boats:

  • Copy of owner’s passport/State Driver’s License.
    • If registering to a Delaware company, it must be the owner/President signing
    • If more than one owner, each of their passports/State Driver’s Licenses is required


  • The hull number and owner(s) on the application must match the MSO/Builder’s certificate or the Bill of Sale
  • If the boat is currently titled in another state, DNREC will need the original title for their records
  • If a document is in another language, a translation is required
